16th JDC
The court maintained a system in which defendants in child support cases may request petitions for custody/visitation. Petitions and pauper forms are provided to defendants during court hearings. Defendants are given detailed instructions regarding completion of the forms. The completion and filing of these forms allow individuals to have a hearing officer conference to try to develop a joint custody implementation plan or visitation plan, and if necessary, a court hearing on the issue. The St. Martin Parish Family Court Program regularly provided pro se forms to litigants and referred persons needing assistance to the Lafayette Parish Bar Self Help kiosk. Plaintiffs in protective order cases were referred to New Start and SNAP programs which provide assistance to domestic violence victims. Referrals are also made to the district attorney's office for child support services and to Acadiana Legal Services for low income parties. The St. Mary Parish Family Court program provided, on its website, pro se forms in child support court for requests for modifications of child support, due to the down-turn in the oil industry, to those people whose cases are in child support court along with direct provision of pro se forms for issues involving custody so that individuals who cannot afford attorneys can get custody issues before the court.
