GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.2 To encourage responsible parties to make court facilities safe, accessible, and convenient.

Intent of the Objective

This objective addresses three distinct but related aspects of court performance: the security of persons and property within the courthouse and its facilities, access to the courthouse and its facilities, and the reasonable convenience and accommodation of the general public in court facilities. In Louisiana, local governments are generally responsible for providing suitable courtrooms, offices, juror facilities, furniture, and equipment and for providing the necessary heat and lighting in these buildings. They are also responsible for the safety and accessibility of court facilities. The intent of Objective 1.2 is to encourage courts and judges to work with others to make court facilities safe, accessible, and convenient.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court website continued to contain information and forms for requesting accommodations and submitting complaints. The court appointed sign language interpreters as needed for court participants. All written job positions had essential functions listed.
CROWLEY CITY COURT
Crowley City Court reported that it continued to provide access to the court building and the second-floor courtroom, via ramp and elevator, for individuals with disabilities.
JEANERETTE CITY COURT
The Jeanerette City Court judge presented a colloquy on ADA accessibility and accommodations during the opening of each court session and used forms located in the appendices to the Louisiana District Court rules to accommodate individuals with disabilities and limited English proficiency.
JEFFERSON PARISH 1ST PARISH COURT
First Parish Court participated in an employment exploration program. This community-based program teaches disabled high school students to work in an office environment. A job training specialist accompanied the students to oversee the development of job skills.

All court notices provided individuals with disabilities contact information to request assistance. Also,the Court used the Deaf Action Center to provide sign language interpreters and trained staff on use of TDD machines.
JEFFERSON PARISH 2ND PARISH COURT
Jefferson Parish Second Parish Court reported that court notices included instructions to guide anyone requiring physical assistance to access the court's services.
KAPLAN CITY COURT
The courthouse is ADA-compliant, with wide doors to accommodate court users in wheelchairs.
LEESVILLE CITY COURT
Leesville City Court worked to include accessibility information on the court website.
MINDEN CITY COURT
Minden City Court is located in Minden City Hall/Convention Center and shares parking and restroom facilities with this entity. Handicapped parking and handicapped restroom facilities continued to be available to the public.
NEW ORLEANS 1ST CITY COURT
The Orleans Parish Civil District Court Judicial Administrator is in charge of ADA compliance.
NEW ORLEANS 2ND CITY COURT
New Orleans 2nd City Court ensured that building elevators were in working order and worked to implement a plan to add guard rails to the front steps.
NEW ORLEANS MUNICIPAL COURT
New Orleans Municipal Court participated in the October 2008 Law Enforcement District Proposition, which will bring ten million dollars in capital improvements to the Municipal and Traffic Court building. Municipal Court currently has two courtrooms, one of which is ADA-compliant with proper wheelchair accessibility. Renovations planned for 2016 will make the entire building ADA-compliant.
VIDALIA CITY COURT
The Vidalia City Court judge continued to discuss non-discrimination policies and responsibilities with staff and monitored court facilities to ensure that physical accommodations were maintained.
