GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.2 To encourage responsible parties to make court facilities safe, accessible, and convenient.

Intent of the Objective

This objective addresses three distinct but related aspects of court performance: the security of persons and property within the courthouse and its facilities, access to the courthouse and its facilities, and the reasonable convenience and accommodation of the general public in court facilities. In Louisiana, local governments are generally responsible for providing suitable courtrooms, offices, juror facilities, furniture, and equipment and for providing the necessary heat and lighting in these buildings. They are also responsible for the safety and accessibility of court facilities. The intent of Objective 1.2 is to encourage courts and judges to work with others to make court facilities safe, accessible, and convenient.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court worked closely with the city constable's office, which is responsible for the security of the courthouse and all those within the facility. The Chief of Security underwent special "Active Shooter" training and is currently planning a related training session for court personnel. The Chief of Security maintained security equipment and personnel throughout the courthouse building and grounds.

Security equipment continued to be upgraded periodically, in a strategic fashion and as funding permits. The court continued a security en banc order providing for security entrance protocols, other security functions, and parameters for those entering the courthouse. The court has a named Safety Officer, who works in coordination with city-parish officials and other departments within the city-parish government.
CROWLEY CITY COURT
The Crowley City Court judge attended a Business Preparedness Workshop, conducted by the Governor's Office of Homeland Security and Emergency Preparedness, and shared the information gathered with court staff. The judge also attended the bailiff's training session at the Rural Judges Conference held in Alexandria, LA.
HAMMOND CITY COURT
A security assessment was performed by Tommy Anderson of the Louisiana Supreme Court. The assessment recommendations, which were implemented, included installation of security cameras and access control; limiting the introduction of large bags into the courthouse; and employing a security compliance officer.
JEFFERSON PARISH 1ST PARISH COURT
The court maintained a two-way radio system for communication between all court bailiffs, all security officers including the probation department, and the judges’ chambers. The court also required the contract security personnel to go through background checks and further security training each year. Bailiffs must re-qualify for a 20-hour P.O.S.T. certification, including firearm training, defense tactics, and legal updates.

Certain enhanced security measures continued to be coordinated by court administration, with the assistance of court security and other key employees. These enhanced measures are placed in effect when the court anticipates the appearance of known difficult defendants and/or those with a long criminal history, especially if violence is involved. In 2015, all court bailiffs were certified and provided pepper spray and batons. The court also performed a fire drill and audited the findings. The court received a good rating; therefore, no changes in policy were recommended.
JEFFERSON PARISH 2ND PARISH COURT
The court employed a security staff, including court bailiffs, that are trained in emergency and disaster response. Additionally, the security system continued to include x-ray machines at the building's entrance and security cameras mounted strategically throughout the building.
MONROE CITY COURT
The court received new security equipment in the fall of 2014. The court employees were required to attend safety training classes that are provided through the City of Monroe's Human Resource Department. The court actively participated in security training through on-site assessments and independent courthouse inspections.
NEW ORLEANS MUNICIPAL COURT
Orleans Parish Sheriff's deputies continued to provide security at the entrance of the building. There is a security checkpoint at the entrance. All persons entering the building were subject to search and had to walk through a stand up-scanner, in addition to putting all belongings through an X-ray machine. Commissioned law enforcement officers had the option of locking up their firearms upon entering the building; lockers for that purpose continued to be provided at the security check point.

Each courtroom had an assigned New Orleans Police officer for security; additional deputies were assigned to bring inmates from Orleans Parish Prison. The video and security alarm systems will be updated with the building renovation. The court recently underwent a security audit preformed by the Louisiana Supreme Court. The audit will give the court some needed guidance in addressing security issues that may not be obvious.
PINEVILLE CITY COURT
Pineville City Court reported that the marshal's office handled all security measures.
RAYNE CITY COURT
The court installed new monitoring system which includes indoor and outdoor cameras, interior audio, and monitoring screens with panels in the judge's office. The system may also be monitored from an iPad and cell phone.
SLIDELL CITY COURT
The City Court of Slidell feels strongly that security of both employees and records is of the highest priority. While the court has have done its best to maintain and implement many procedures and policies on security, the court lacks funding to address all the areas of security needed. Specifically, the budget does not allow for the appointment of a security officer, funding for cyber/security audits, or panic buttons for the judge's chambers/courtrooms. Requests for additional funding by the marshal's office, which is responsible for the security of the courthouse, have been denied.
SULPHUR CITY COURT
The judge fulfilled and maintained the requirements for a concealed carry permit and kept a gun in the courtroom. The marshal hired two Sulphur policemen as a security detail. The court also upgraded computer safety by updating computers and software to protect against viruses.
