GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.2 To encourage responsible parties to make court facilities safe, accessible, and convenient.

Intent of the Objective

This objective addresses three distinct but related aspects of court performance: the security of persons and property within the courthouse and its facilities, access to the courthouse and its facilities, and the reasonable convenience and accommodation of the general public in court facilities. In Louisiana, local governments are generally responsible for providing suitable courtrooms, offices, juror facilities, furniture, and equipment and for providing the necessary heat and lighting in these buildings. They are also responsible for the safety and accessibility of court facilities. The intent of Objective 1.2 is to encourage courts and judges to work with others to make court facilities safe, accessible, and convenient.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court worked closely with the city constable's office, which is responsible for the security of the courthouse. The chief of security maintained security equipment and personnel throughout the courthouse building and grounds. The court continued a security en banc order providing for security entrance protocols and other security functions and parameters of those entering the courthouse. The court also continued to employ a named safety officer who works in coordination with city-parish officials and other departments within the city-parish government.
CROWLEY CITY COURT
Access to the Crowley City Court offices was restricted with a swipe pass only. An additional swipe pass buzzer was installed onto the clerk of court's desk so that she would be able to "buzz in" those court personnel who do not have an individual swipe card.
JEFFERSON PARISH 1ST PARISH COURT
The court maintained a two-way radio system for communication between all court bailiff's, all security officers including the probation department, and judges' chambers. The court-contracted security personnel went through background checks and further security training annually. Bailiffs must qualify for a 20-hour P.O.S.T. certification including firearm training, defense tactics, and legal updates. Enhanced security measures were coordinated by court administration, court security, and other key employees. These enhanced measures are placed in effect when anticipating the appearance of known difficult defendants and/or those with a long criminal history, especially if violence is involved. In 2016, all court bailiffs were certified and attended additional security training. An Active Shooter presentation was held for all courthouse employees. A fire drill is performed annually and all findings are audited. In 2016 the court received a good rating, therefore no changes in policy were recommended.
JEFFERSON PARISH 2ND PARISH COURT
Second Parish Court continued to use silent panic buttons installed at strategic locations throughout the building. Second Parish Court is in the process of researching updated security cameras and equipment.
LAFAYETTE CITY COURT
The court installed security measures for judges.
MONROE CITY COURT
Monroe City Court employees were required to attend safety training classes provided through the City of Monroe's Human Resource Department. The court actively participated in security training through on-site evacuation and emergency planning events. Independent courthouse inspections, assessments, audits of safety and security measures were also provided throughout the year.
NEW ORLEANS MUNICIPAL COURT
The Orleans Parish Sheriff's Office continued to provide security for the building. All persons entering the building were subject to search, had to walk through a stand-up scanner, and put all belongings through an X-ray machine. Commissioned law enforcement officers had the option of locking up their firearm upon entrance in lockers at the security check point. Each court room had an assigned New Orleans Police Department officer as well as deputies that were assigned to bring inmates from Orleans Parish Prison. The court received a new X-ray machine through the New Orleans Office of Homeland Security. The video and security alarm system will be updated with the building renovation. The court in 2015 underwent a security audit preformed by a representative of Louisiana Supreme Court security unit. This gave the court some needed guidance to address security issues that may not be obvious
PINEVILLE CITY COURT
Security continued to be handled by the Pineville City Marshal's Office
RAYNE CITY COURT
Rayne City Court maintained prior monitoring devices as well as key pad locks and protective glass in the lobby to provide extra security for clerks.
SULPHUR CITY COURT
The court maintained a gun in courtroom and maintained a concealed carry permit. The City Marshal hired two Sulphur Police Department policeman for security detail. The court upgraded computer safety with computer software and updates to protect against viruses and malware.
