GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE


Objective

1.2 To encourage responsible parties to make court facilities safe, accessible, and convenient.

Intent of the Objective

This objective addresses three distinct but related aspects of court performance—the security of persons and property within the courthouse and its facilities, access to the courthouse and its facilities, and the reasonable accommodation of the general public in court facilities. In Louisiana, local governments are generally responsible for providing suitable courtrooms, offices, juror facilities, furniture, and equipment to courts and for providing the necessary heat and lighting in these buildings. Local governments are also responsible for the safety, accessibility, and overall convenience of access to court facilities. The intent of Objective 1.2 is to encourage district courts and judges to work with others to make court facilities safe, accessible, and convenient.

4th JDC
The court voted to purchase a backup SANS server that would mirror each courthouse's data in two separate locations. This will allow judges to access their stored data if a disaster occurs at one of the courthouses.
14th JDC
The court commenced using additional courtroom space at the parish correctional center.
15th JDC
The court maintained the list of emergency contact information for all court staff.
16th JDC
The development and implementation of a detailed COOP/DRP was a regular, ongoing activity of the court. The court maintained a COOP/DRP, which includes judges’ and court employees' individual evacuation plans and contact information. This information is updated annually.

The court website included an “Emergency Information” post, as needed, to provide the general public as well as court employees with up-to-date information regarding the court during emergency situations, such as court closures due to hurricane evacuations or other emergency situations.

The court regularly planned, implemented, and maintained technological procedures to back up and preserve electronic data, Redundant backup and offsite storage systems are in place to allow the court to function almost immediately from any remote location in the event of an emergency.

Further, the judges maintain a program to provide vaccinations for judges and court employees.
24th JDC
The court updated and revised its COOP annually with current contact information for judges, all court personnel, and other agencies with whom the court interfaces. The court stores all of its data on servers on-site and off-site with Tierpoint located in Dallas, TX, to ensure that no data is lost in a catastrophic event. The court also subscribed to RallyPoint, a web-based means of communicating electronicallyamong all 24th JDC personnel in the event of a catastrophe.
29th JDC
The judicial administrator and deputy judicial administrator met with representatives of St. Charles Parish Emergency Operations Center (EOC) and all parish agencies to learn parish procedures regarding emergency planning and execution. The court provided the EOC and parish officials with information on the needs of the court in the event of parish-wide evacuation. Those needs include space and equipment needs for setting up an alternate site for court proceedings in the event the courthouse is unavailable for use for longer than two weeks.
