Objective

2.1 To encourage timely case management and processing.

Intent of the Objective

The American Bar Association, the Conference of Chief Justices, and the Conference of State Court Administrators have recommended that all courts adopt time standards for expeditious case management. Such time standards are intended to serve as a tool for expediting case processing and reducing delay. The Louisiana Supreme Court adopted time aspirational standards in 1993 for itself, the courts of appeal, and for the general civil, summary civil, and domestic relations cases at the district court level. The Louisiana Supreme Court and the courts of appeal measure performance against time standards with the assistance of automated case management information systems. At the other levels of court, however, performance against time standards cannot be easily measured, due to the low level of automation. Time standards are also included in the Louisiana Children’s Code in the form of maximum time limits for the holding of hearings in Child in Need of Care cases and other types of juvenile cases. Performance against these time standards, however, cannot be easily measured due to a general lack of automation. This objective focuses on strategies for developing interim manual case management systems and techniques while automated case management information systems are being developed. The objective also focuses on timeliness as it relates to the need for the timely commencement of proceedings.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
Baton Rouge City Court continued to use a computer-automated allotment system for cases, reviews and enhanced manual processes, and provided reports of case and docket information for attorneys and the public. Additionally, the court is in the process of completing an request for proposals to obtain an updated case management system.
CROWLEY CITY COURT
The court purchased and installed Quick Books for all court accounts.
JEFFERSON PARISH 1ST PARISH COURT
The court began searching vital records to close and recall attachments in cases where the defendants are deceased. The court continued to update and create new programs to our Parish Court Information Management System.
JEFFERSON PARISH 2ND PARISH COURT
The court adjusted the number of cases set on the daily dockets, when necessary, to manage the case flow.
JENNINGS CITY COURT
The court added additional court dates to allow for more efficient or more timely processing of cases, in particular criminal cases.
LAFAYETTE CITY COURT
The court has a state-of-the-art case management system that helped ensure efficient case management. The court maintained and regularly updated the system.
NEW IBERIA CITY COURT
The court installed new computer software to increase efficiency.
NEW ORLEANS MUNICIPAL COURT
New Orleans Municipal Court maintained a case management system that is updated on an ongoing basis. The court, in conjunction with the New Orleans Police and Justice Foundation (NOPJF), implemented the electronic subpoena system through OPISIS. All defendant, witness and New Orleans Police Department subpoenas were transferred electronically to OPISIS. The court continued to work with NOPJF to implement the electronic warrant system. The court expanded the ONBASE scanning system which provides a backup system of all current and finished cases which come through the court. The court maintained an additional server to insure current back up of our case management and ONBASE systems. The court has a current record retention policy on file with Secretary of State's office.
OPELOUSAS CITY COURT
The court implemented a paperless, web-based case management system that improved the efficacy of court processes.
THIBODAUX CITY COURT
Thibodaux City Court began the process of installing a new software system funded by a grant from the Louisiana Supreme Court.
