Objective

4.3 To use fair employment practices and to train and develop the court’s human resources.

Intent of the Objective

The judiciary stands as an important and visible symbol of government. Equal treatment of all persons before the law is essential to the concept of justice. Accordingly, the courts should operate free of bias in their personnel practices and decisions. Fairness in the recruitment, compensation, supervision, and development of court personnel helps to ensure judicial independence, accountability, and organizational competence. Fairness in employment also helps establish the highest standards of personal integrity and competence among employees.

BATON ROUGE CITY COURT
Baton Rouge City Court reported that departmental rules for employees were continuously reviewed and updated as needed. They were also reviewed on an annual basis by the city-parish human resources department and office of the Parish Attorney.

Technology training was provided by court IT staff on an as-needed basis. The personnel deputy administrator provided the annual training to staff. This year, the court brought in a trainer to conduct management training - to align management and improve manager performance and address issues revealed by court staff from employee surveys. Court staff also took ethics training.

The court emphasized its Model Code of Conduct in all employee training and corrective action that was administered.
FRANKLIN CITY COURT
The Franklin City Court judge made himself available to answer any question, make any decision, or handle any problem an employee may have had with his or her job duties.
JEFFERSON PARISH 1ST PARISH COURT
Jefferson Parish First Parish Court reported that court employees attended various training and seminars throughout the year. Also, the IT department offered in-house training for computer basics such as Microsoft Word and use of the court case management system.
JEFFERSON PARISH 2ND PARISH COURT
The judges and relevant court personnel attended seminars that covered ethics, professionalism, and management techniques.
RAYNE CITY COURT
Rayne City Court reported that a written policy was provided to all personnel as it relates to audio and video monitoring; appropriate signage was also installed.
VIDALIA CITY COURT
As the judge of a small, single-judge, city court, the judge daily interacted with staff to give advice or direction in the day-to-day operations of the court.
