16th JDC
The 16th JDC maintained a system in which defendants in child support cases may request petitions for custody/visitation. Petitions and pauper forms were provided to defendants during court hearings. Defendants were given detailed instructions regarding completion of the forms. The completion and filing of these forms allowed individuals to have a hearing officer conference to try to develop a Joint Custody Implementation Plan or Visitation Plan, and if necessary, a court hearing on the issue. The St. Martin Parish Family Court Program regularly provided forms to self-represented litigants and referred persons needing assistance to the Lafayette Parish Bar Self-Help kiosk. Plaintiffs in protective order cases were referred to New Start and SNAP programs which provide assistance to domestic violence victims. Referrals were also made to the district attorney's office for child support services and to Acadiana Legal Services for low income parties. St. Mary Parish Family Court program continued to provide, on its website, self- represented litigant forms for requests for modifications of child support due to the down-turn in the oil industry. The court also directly provided self-represented litigant forms for those with custody issues, so that individuals who could not afford attorneys could also get custody issues before the court.
