GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.3 To give all who appear before the court reasonable opportunities to participate effectively without undue hardship or inconvenience.

Intent of the Objective

This objective focuses on how a court should accommodate participants in its proceedings, especially individuals with disabilities, with difficulty communicating in English, or with mental impairments. For example, courts can meet the objective through their efforts to comply with the programmatic requirements of the Americans with Disabilities Act and through the adoption of policies and procedures for ascertaining the need for and securing the services of competent language interpreters. Additional actions taken by the courts to address this objective
JEFFERSON PARISH 1ST PARISH COURT
The court provided courthouse lobby signs both in English and Spanish. Also, computer codes input by court minute clerks automatically generate appropriate notification for interpreters when services are required. In addition, the court has four employees fluent in Spanish to help defendants with communication.
JEFFERSON PARISH 2ND PARISH COURT
Second Parish Court has staff members that are fluent in the Spanish and Vietnamese languages.
KAPLAN CITY COURT
The court reported that language has never been an issue but if it arose, the court would use the district court interpreters.
LAFAYETTE CITY COURT
The court maintained Boykin forms in English and in Spanish and continued to expand a list of qualified interpreters to include French, Spanish, Vietnamese, Arabic, Swahili, Thai and any other language needed. the court arranged for training of interpreters on a regular basis.
NEW ORLEANS MUNICIPAL COURT
Municipal Court used licensed interpreter agencies that are on the Louisiana Supreme Court-approved list to provide for language services when necessary. The defendant, victim, or witness notifies the court that an interpreter is needed and the court makes the request for interpreter services through the clerk's office.
SULPHUR CITY COURT
Sulphur City Court had the rights form prepared in Spanish for Spanish-speaking defendants.
