GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.2 To encourage responsible parties to make court facilities safe, accessible, and convenient.

Intent of the Objective

This objective addresses three distinct but related aspects of court performance: the security of persons and property within the courthouse and its facilities, access to the courthouse and its facilities, and the reasonable convenience and accommodation of the general public in court facilities. In Louisiana, local governments are generally responsible for providing suitable courtrooms, offices, juror facilities, furniture, and equipment and for providing the necessary heat and lighting in these buildings. They are also responsible for the safety and accessibility of court facilities. The intent of Objective 1.2 is to encourage courts and judges to work with others to make court facilities safe, accessible, and convenient.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court periodically reviewed its Continuity of Operations Plan and updated it as necessary, including contact information of officials. The court also conducted testing of it's staff emergency notification system, which would be used in the event of an emergency or court closure situation.
JEFFERSON PARISH 1ST PARISH COURT
The court maintained a generator, to provide the courthouse with full functionality during power outages as long as the building is not flooded. The court has installed and maintained a cloud-based back-up system for criminal and traffic case information.

The Clerk of Court maintained images of all court records for both the criminal and civil departments. In addition, the court's MIS Administrator, as in the past, was always ready to evacuate with the servers which house the court's essential data,

Court administration advised the public, via newspaper, local news programs, email, and fax, of court opening and closing information.
JEFFERSON PARISH 2ND PARISH COURT
The court installed and maintains a toll-free telephone number to use to communicate with employees if needed. The court's COOP/Disaster Recovery Plan is downloaded to flash drives that are provided to key personnel.
LAFAYETTE CITY COURT
The court maintained an offsite tape backup, offsite server, and onsite generator in case of a power outage.
LEESVILLE CITY COURT
Leesville City Court continued to follow the 30th Judicial District Court Disaster Plan.
NEW ORLEANS 1ST CITY COURT
The court continued to upgrade its computer system.
NEW ORLEANS MUNICIPAL COURT
New Orleans Municipal Court sent a representative to all meetings concerning COOP/DRP that were held with other Orleans Parish criminal justice agencies, courts, the sheriff's office, and the New Orleans Police Department. In addition, the court kept an emergency cellular phone with internet capability. The phone has an area code from northern Texas, so court communications will not be disrupted.

The court maintained an emergency plan that will provide for continuity of court operations in case of an emergency and/or disaster. The plan includes a portable server and computer that will allow court operations to mobilize and follow the sheriff's office, so that detained defendants will be afforded their constitutional and statutory rights to a hearing.
NEW ORLEANS TRAFFIC COURT
The court maintained a list of emergency contact phone numbers for judges and other court personnel and began drafting a continuity of operations plan.
PINEVILLE CITY COURT
The Pineville City Court marshal's office handles emergency action plans.
SULPHUR CITY COURT
The court discussed alternate court sites with city and parish administration, in the event the court cannot use the present facility.
