GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.1 To conduct judicial proceedings that are public by law or custom openly.

Intent of the Objective

The intent of this objective is to encourage openness in all appropriate judicial proceedings. The courts should specify proceedings to which the public is denied access and ensure that the restriction is in accordance with the law and not contrary to reasonable public expectations. Further, courts should ensure that proceedings are accessible and audible to all participants, including litigants, attorneys, court personnel, and other persons in the courtroom.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
Baton Rouge City Court posted the court calendar, including the duty court schedule, on the court's website. The court calendar was also distributed to the local bar association, for dissemination and posting on their website for use by the public and attorneys. Court calendars were also placed in various public display boards throughout the courthouse.

The court also conducted tours of the courthouse for students attending local schools and made the courtrooms available for various activities, such as Mock Trials conducted by a local law school. The court participated and conducted Law Day activities as well, to help publicize the court's purpose,activities, and the focus of Law Day initiatives.
BREAUX BRIDGE CITY COURT
The clerk's office was always accessible by phone to answer questions from the general public.
CROWLEY CITY COURT
Crowley City Court reported that the court's yearly schedule was distributed to Crowley City Hall, the Crowley Police Department, the marshal's office, the Acadia Parish sheriff's office, the district attorney's office, the indigent defender's office, and the local newspaper, as well as posted on the Crowley City Police website.
JEANERETTE CITY COURT
Jeanerette City Court reported that it installed a digital electronic sign outside of City Hall, to advise public of court dates and the location of scheduled dockets.
JEFFERSON PARISH 1ST PARISH COURT
The court posted signs on the exterior of courtroom building prior to court closures. Court closing and re-opening dates were easily accessible via recorded telephone messages, along with current fine information, building directions, and hours of operation.
JEFFERSON PARISH 2ND PARISH COURT
In addition to assisted listening devices that were available in all courtrooms, Jefferson Parish 2nd Parish Court used wireless and wired microphones to enhance the audibility of the courtroom proceedings.
JENNINGS CITY COURT
Jennings City Court made plans to refurbish the old city court sign and display it the new building.
KAPLAN CITY COURT
Kaplan City Court had clerks on duty during business hours to handle any public inquiry or request.
LAFAYETTE CITY COURT
Lafayette City Court continued to develop a court website.
LEESVILLE CITY COURT
The court made additional improvements to the court website.
MONROE CITY COURT
Monroe City Court began developing a court website.
NEW IBERIA CITY COURT
The New Iberia City Court judge participated in the Judges in the Classroom program.
NEW ORLEANS 2ND CITY COURT
The New Orleans 2nd City Court judge participated in various community outreach programs.
NEW ORLEANS TRAFFIC COURT
The court posted notices throughout the building well in advance of court closures such as holidays. The court also provided information via the court's phone system.
VIDALIA CITY COURT
Continued to discuss the openness and accessibility policies of the court with the public, including civic and church groups, and to encourage court staff to do likewise.
