Objective

4.5 To recognize new conditions or emerging events and to adjust court operations as necessary.

Intent of the Objective

Effective courts are responsive to trends and emerging issues. This objective requires courts to recognize and respond appropriately. A court that moves deliberately in response to such issues is a stabilizing force in society and acts consistently with its role in maintaining the rule of law and building public trust and confidence.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court updated all computer programs as needed and recommended by the IT department and city-parish government information services department. Also, the court website was continuously updated as needed.

The court also purchased mobile devices for staff use that allow for faster, more efficient delivery of services. Mobile devices are being tested to access case management system information, to assist in providing faster and more effective service to the public.

The security system access system was updated as part of the strategic plan to upgrade security access technology, both in the building and in parking lots with restricted security access.
JEFFERSON PARISH 1ST PARISH COURT
The court completed a project to allow on-site monitoring for courtroom emergency buttons. The court had concerns as to whether there was adequate monitoring of this emergency system. Therefore, the court moved the monitoring to the First Parish Court building, trained all security personnel, and set procedures in place to allow the court to ensure that the system is operating correctly.

Also, in 2015 two projects for the probation department were completed. A drug testing program was created to handle drug testing assignments and results and the court procedure to revoke probation was automated.
KAPLAN CITY COURT
The court implemented electronic emailed forms for search warrants, arrest warrants, and affidavits so they may be signed electronically.
LAFAYETTE CITY COURT
The court is implementing a new website. Once completed, the website will allow interaction with the public, members of the bar, and other government agencies as needed.
NEW ORLEANS MUNICIPAL COURT
New Orleans Municipal Court continued to update its IT department. Additional server capacity was purchased to accommodate the case and document management systems as well as additional scanning equipment. The court continued to work with the New Orleans Police and Justice Foundation to implement the electronic warrant system. The court implemented the ability to accept credit/debit card payments on site as well as offsite.
SLIDELL CITY COURT
The ability to upgrade the current technologies or implement new technologies relies on funding that the court simply does not have available. The court has applied for a grant from the Louisiana Supreme Court which, if awarded, will assist the court in upgrading the case management system.
