Objective

3.6 To ensure that all court records of relevant court decisions and actions are accurate and preserved properly.

Intent of the Objective

Equality, fairness, and integrity in trial courts depend in part on the accuracy, availability, and accessibility of records. Although other officials may maintain court records, this objective recognizes an obligation on courts, perhaps in association with other officials, to ensure that records are accurate and preserved properly.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court maintained a record retention schedule approved by the Secretary of State, and continued to employ a records division manager responsible for maintaining the retention and destruction of court records according to this schedule. The court periodically reviewed manual case files to ensure proper retention and accurate record information and preservation. Judicial minute clerks and disposition clerks used some standardized minute entries, and the court performed daily audits of case records in accounting functions.
FRANKLIN CITY COURT
The court purchased a digital recording system with electronic digital retention on the court computer system.
HAMMOND CITY COURT
The court continued to maintain and follow its records retention plan, in accordance with the approval of the Secretary of State; two employees attended training and obtained records retention certification.
JEFFERSON PARISH 1ST PARISH COURT
First Parish Court used steno digital recording and additional back-up, to ensure there were no issues with all dialogue placed in the record.

Upon the receipt of newly billed charges, the clerk's office implemented a case-by-case check of a defendant’s record. The office reviewed each defendant’s record to allow the judge to enforce compliance for all outstanding charges or conditions upon the defendant’s appearance at court.

The court continued to use signature pads to capture defendants’ signatures for acceptance of court documents, district attorney/defendant plea agreement information, and judges’ sentencing information. The court also developed a bar-coding system to handle tracking of service of policy agency subpoenas.

As the keeper of the records, the Jefferson Parish Clerk's Office continued to maintain a comprehensive records retention plan that incorporates imaging documents filed in connection with civil, misdemeanor and traffic cases.
JEFFERSON PARISH 2ND PARISH COURT
The court's certified court reporters used a digital recording system in the courtrooms.
LAFAYETTE CITY COURT
The court began the process of adding an employee whose duties will include scanning all traffic tickets. The court plans to expand its scanning capacity as needed.
NEW ORLEANS MUNICIPAL COURT
New Orleans Municipal Court maintained its scanning policy. All cases handled at Municipal Court are scanned into the court's document management system, which allows the court/clerk's office to produce a duplicate original should one be needed. The court also has a record retention policy on file with the Secretary of State.
SLIDELL CITY COURT
The court applied for a grant from the Louisiana Supreme Court to update the case management system. Scanning with auto-indexing has been determined to be a priority need; however, the court has struggled with decreasing revenues and lack of outside funding.
