Objective

2.1 To encourage timely case management and processing.

Intent of the Objective

The American Bar Association, the Conference of Chief Justices, and the Conference of State Court Administrators have recommended that all courts adopt time standards for expeditious case management. Such time standards are intended to serve as a tool for expediting case processing and reducing delay. The Louisiana Supreme Court adopted time aspirational standards in 1993 for itself, the courts of appeal, and for the general civil, summary civil, and domestic relations cases at the district court level. The Louisiana Supreme Court and the courts of appeal measure performance against time standards with the assistance of automated case management information systems. At the other levels of court, however, performance against time standards cannot be easily measured, due to the low level of automation. Time standards are also included in the Louisiana Children’s Code in the form of maximum time limits for the holding of hearings in Child in Need of Care cases and other types of juvenile cases. Performance against these time standards, however, cannot be easily measured due to a general lack of automation. This objective focuses on strategies for developing interim manual case management systems and techniques while automated case management information systems are being developed. The objective also focuses on timeliness as it relates to the need for the timely commencement of proceedings.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court continued to use a computer-automated allotment system for cases, reviewed and enhanced manual processes, and provided online reports for case and docket information for attorneys and the public.

The court provided specialty court coordinators for domestic violence and DWI cases to provide for more intensive supervision and case management. The court, probation officers, and other contracted professional counseling services provided these intensive services.

The judges continued to hold pre-trial conferences as needed and approved and promoted the use of mediation services for small claims and eviction cases. These services are provided by the clinics of the local law schools as a means of alternative dispute resolution, to improve case management and reduce delays in closing out cases.
FRANKLIN CITY COURT
The court purchased the PRS Solutions case management system and four new computers to access the system.
JEFFERSON PARISH 1ST PARISH COURT
The court began searching vital records to recall and close attachments in cases where the defendants are deceased. The court continued to update and create new programs for the Parish Court Information Management System. This program allows subpoenas to be delivered directly to each Jefferson Parish Sheriff Officer's work email box.
JEFFERSON PARISH 2ND PARISH COURT
The court continuously monitored its caseload through its IT staff and through communication with the clerk of court's office. When necessary, the court increased the maximum number of cases that are set on the daily dockets to ensure timely processing.
JENNINGS CITY COURT
The court planned for the implementation of software to electronically transfer data to the Supreme Court.
KAPLAN CITY COURT
The court maintained contact with the chief of police and city prosecutor to ensure that all charges were handled in a timely fashion.
LAFAYETTE CITY COURT
Lafayette City Court maintained a state-of-the-art case management system that helped to ensure efficient case management. The court maintained and regularly updated the system.
NEW ORLEANS MUNICIPAL COURT
Municipal Court maintained a case management system that is updated on an ongoing basis. The court, in conjunction with the New Orleans Police and Justice Foundation, implemented the electronic subpoena system through OPISIS. All defendant, witness and officer subpoenas are transferred electronically to OPSIS. The court continues to work with NOPJF to implement the electronic warrant system.

The court expanded the ONBASE document scanning system, which provides a backup of all current and finished court cases. The court maintained an additional server to ensure current back-up of the case management and document management systems. The court maintained a current record retention policy on file with Secretary of State's office.
SLIDELL CITY COURT
The City Court of Slidell applied for funding to upgrade its antiquated case management system. It has invested much time and energy over the past five years researching and identifying potential case management systems that would provide the desired requirements for reporting and maintaining data for all areas of this court's jurisdiction which includes traffic, criminal, probation, civil, and juvenile divisions. The cost for a new case management system, along with installation, hardware and training is currently estimated to be over $250,000.
