GOAL 1: TO ESTABLISH A MORE OPEN AND ACCESSIBLE SYSTEM OF JUSTICE.


Objective

1.5 To encourage all responsible public bodies and public officers to make the costs of access to the court’s proceedings and records - whether measured in terms of money, time, or the procedures that must be followed - reasonable, fair, and affordable.

Intent of the Objective

Litigants and others who use the services of the city and parish courts can face financial barriers to accessing them. These include fees and court costs, third-party expenses (e.g., deposition costs and expert witness fees), attorney fees and costs, costs associated with time delays and overall lengthiness of proceedings, and the cost of accessing records. This objective addresses the need for court leaders to work with other public bodies and officers to make the costs of access to court proceedings and records reasonable, fair, and affordable.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court developed cards to hand out to pro se/self-represented litigants. The cards contain information on how to seek assistance from the local bar association and legal services organization. This information is also contained on publications on display in the courthouse.

The court continued to provide generic forms for use by self-represented litigants and provided forms online for the public to use as well, in an easy-to-use interactive format. The court also publicized information about local organizations that provide assistance to self-represented litigants.
EUNICE CITY COURT
The judge worked with the Clerk of Court to assist and instruct self-represented litigants in filing proceedings on their own.
JEFFERSON PARISH 1ST PARISH COURT
The court provided personnel, including a receptionist during the hours the court is open, to direct the public to correct locations and provide information on procedures during Traffic Court hours. The judges provided guidance and assistance to self-represented litigants when the judge determined there was a need.

The Clerk of Court continued to provide public access to the court record database for the purpose of records search, date compliance, etc. The clerk also continued to provide some forms and the used email to deliver them to the general public. The judicial clerks office also delivers out of town affidavit information by email.
JEFFERSON PARISH 2ND PARISH COURT
The judges provide assistance and guidance to self-represented litigants when necessary.
JENNINGS CITY COURT
The court posted generic petitions, other forms, and information on the court website. Also, the judge continued to serve on the Supreme Court Forms Committee.
KAPLAN CITY COURT
The court assisted all self-represented litigants by answering any questions they had before, during, and after any proceeding.
LAFAYETTE CITY COURT
The court regularly participated in training regarding self-represented litigants.
NEW ORLEANS MUNICIPAL COURT
Every section of Municipal Court continued to have an Orleans Parish Public Defender (OPD) assigned to handle the daily docketed inmates. The OPD has a satellite office at Municipal Court, where a defendant can be screened to see if he/she qualifies for public representation, and OPD attorneys are available to assist self-represented litigants as needed. Also, the clerk's office has forms the public can use to process expungements.
NEW ORLEANS TRAFFIC COURT
The court reported that court staff provided procedural information and forms.
