Objective

2.3 To promptly implement changes in law and procedure.

Intent of the Objective

Tradition and formality can obscure the reality that both the substantive and procedural laws are subject to change. Changes in statutes, case law, and court rules affect what is done in the courts, how it is done, and by whom. City and parish courts should implement necessary changes to law and procedure promptly and accurately.

Additional actions taken by the courts to address this objective
BATON ROUGE CITY COURT
The court tasked the court administrator's office with monitoring new legislation and court rules; all changes are provided to the judges and divisions of the court that require this information. Changes provided to the judges were reviewed as needed at en banc judges' meetings.

Bench books were updated with new materials and checklists for proper implementation of changes in law and procedures. The clerk's office also provided a law clerk manual for each of the judges' law clerks. The manual contains relevant processing information and new and changed laws and rules.
EUNICE CITY COURT
The court worked with city administration to bring uniformity to state criminal and municipal criminal statues.
FRANKLIN CITY COURT
The judge discussed updates and developments in the law with court personnel, the city prosecutor, and the public defender.
JEANERETTE CITY COURT
The judge attended Judicial College programs and City and Juvenile Judges meetings to learn about changes in law and procedure.
JEFFERSON PARISH 1ST PARISH COURT
After each legislative session the court updated the First Parish Court fine schedule, posted new updates in public areas, and included the changes on a recorded information call line for the public. Also, the court updated the Parish Court Management System to reflect changes in the law, especially necessary for the creation of correct Bills of Information.
JEFFERSON PARISH 2ND PARISH COURT
The court updated its fine schedule after the legislative session.
JENNINGS CITY COURT
The judge and clerks attended training conferences, which included updates in law and procedure, on a regular basis.
KAPLAN CITY COURT
The Kaplan City Court judge explained new updates to its clerks as he learned of them.
LAFAYETTE CITY COURT
The court conducted training for members of the bar regarding changes in the law.
NEW ORLEANS MUNICIPAL COURT
The court reported that it circulated any updated ordinances from the City of New Orleans, as received from the New Orleans City Council, as well as any statues received from the state legislature. The court purchased yearly updates to the Code of Criminal Procedure and Evidence Law Handbook.
PORT ALLEN CITY COURT
The judge attended continuing legal education courses offered through the Louisiana Judicial College and other sources.
RAYNE CITY COURT
All court personnel attended Louisiana City Court Clerks' Association conferences and seminars. Also, the judge met with court personnel regularly to advise them of law and procedural changes.
WINNSBORO CITY COURT
The judge attended various seminars to learn of changes in laws and procedure.
