Objective

4.1 To maintain the constitutional independence of the judiciary while observing the principle of cooperation with other branches of government

Intent of the Objective

The judiciary must assert and maintain its independence as a separate branch of government. Within the organizational structure of the judicial branch of government, courts should establish their legal and organizational boundaries, monitor and control their operations, and account publicly for their performance. Independence and accountability support the principles of a government based on law, access to justice, and the timely resolution of disputes with equality, fairness, and integrity, and they engender public trust and confidence. Courts must control their proper functions and demonstrate respect for their coequal partners in government.

Additional actions taken by the courts to address this objective
JEFFERSON PARISH 1ST PARISH COURT
The court holds parish court judges' meetings periodically, in which judges and administrators work to establish uniformity between the policies of the Eastbank and Westbank. Through the establishment of a Cooperative Endeavor Agreement by and between First Parish Court and the Parish of Jefferson, the court has maintained its constitutional independence of the judiciary while lending full cooperative to Jefferson Parish Government. The spirit of cooperation in the form of the Cooperative Endeavor Agreement between these two separate entities has ensured that fair payroll and best accounting practices are provided to the court by allowing parish government to serve the court in paymaster and accounting capacities. The uniformity created by this cooperation is mutually beneficial to both entities. In addition, First Parish Court judges and staff work with Jefferson Parish Sheriff's Office, Clerk's Office, and District Attorney's Office to provide timely and efficient service to the public. All entities make changes as the court continues to improve the system.
JEFFERSON PARISH 2ND PARISH COURT
Second Parish Court worked with the Jefferson Parish Sheriff's Office and other law enforcement agencies, the Jefferson Parish Clerk of Court's Office, and the Jefferson Parish District Attorney's Office on a continual basis to provide timely and efficient public service.
LAFAYETTE CITY COURT
The court entered the final testing phase of the court website. When active, the website will allow other branches of government to obtain information relevant to their activities. The court will have the capacity to order warrants using a web-based system and law enforcement officials will have the ability to reflect execution of warrants, with a review by court staff with 48 hours, generally much less.
RAYNE CITY COURT
The court maintained an awareness of the needs of the court and procedures used by the court insofar as it relates to other branches of government.
SULPHUR CITY COURT
The judge met with city and parish officials to discuss upgrading and maintaining judicial facilities.
